Indonesia now requires a halal check for every shipment. Is your export ready?

Indonesia’s halal authority, BPJPH, has issued BPJPH Regulation No. 4 of 2026, in force from 9 September 2026. Imported halal-regulated products now need a Halal Product Assurance Report (LPPH) for each shipment before they can clear customs. With mandatory halal certification for most food, drinks, cosmetics and chemical products starting on 17 October 2026, this affects almost every Australian food exporter to Indonesia.

How the LPPH works

  • One report per shipment: each LPPH covers a single consignment.
  • The importer applies through BPJPH’s system and pays the inspection fee up front.
  • Inspection before loading: a BPJPH-appointed inspection body checks the goods at the loading warehouse in the country of origin.
  • Timing: the inspection date must be set within 30 days of payment and the inspection completed within 15 calendar days (extendable once).
  • Needed before customs: the report must be in place before the import declaration is lodged.

What the inspector checks

  • Documents match the goods, quantities, production codes and dates
  • Products fall within the halal certificate scope
  • The certificate or registration number appears on the packaging
  • HS codes, halal label or non-halal statement
  • Contamination risk for animal products and slaughter dates for meat

If something doesn’t match, goods can be held, recalled or destroyed and the certificate registration revoked.

What to do now

  • Confirm your halal certifier is recognised by BPJPH for your products.
  • Make sure your importer has registered your certificate with BPJPH.
  • Set up batch-level records so each shipment’s paperwork is ready within a day.
  • Agree with your importer who books and pays for the inspection, and start 3–4 weeks before loading.
